Data Management Director for the U.S. General Services Administration’s (GSA) federal contract repository application known as FPDS-NG (Federal Procurement Data System – Next Generation).  Proficiency in government-wide procurement business rules with a focus on DOD (Department of Defense) specifics was required.  Responsibilities encompassed overseeing the full lifecycle of a developmental resolution to repair static or dynamic data elements in the Oracle enterprise database as well as all aspects of the related project management.  Exceptional data analysis skills were required to research possible causes of the errors and to architect a viable solution.  Additional responsibilities included performing liaison duties between the government representatives and the company as well as gathering any additional requirements that were necessary to perform the project.
       
Honors included receiving a “Certificate of Excellence” from the government client on work performed for the DOD.

Project Manager

Project Manager for the Systems and Information Technology Support (SITS) contract valued at over $1.5 Million held by G-CFS Office of Financial Systems for the Coast Guard.  During my first year on the project I negotiated the addition of three consultants raising the contract value to $2.4 Million.  Orchestrated the writing of the RFP to successfully bid and win the follow up contract worth over $5 million.  In addition to my role as Project Manager I also served as the government’s representative for application testing and implementation of the “Financial and Procurement Desktop“(FPD) and the “Contract Information Management System” (CIMS) applications.  Soon afterwards I obtained the position of Procurement Migration Lead for the CIMS (Contract Information Management System) procurement migration effort.  Additional accomplishments include implementing an automated Uptime/Downtime and Performance based statistic-gathering program for handling the project’s report deliverable concerning the system and database performance and the coordination and building of an FQT (Final Quality Test) environment located at the Coast Guard’s Financial Center.
       
Honors included receiving the “Quarterly Outstanding Contractor” award from the Coast Guard Finance Center.

Application Developer / Project Manager
Client : American Express - Software Development Department

The project was to re-engineer and deliver to production the software application named “Float Model 3.0” for American Express.  At the time of assignment I was the sole developer so I additionally assumed all project manager duties.  Responsibilities included all client interaction, design, development, testing, and documentation.  The Float Model application was accessible via IIS with an ASP interface on an NT4 Server operating system with VB6 components and a SQL 7 backend utilizing stored procedures for database calculations.

Addendum: American Express client requested my participation as a Subject Matter Expert in July 2006 to assist in migration of the Float Model application to a Windows 2003 Server environment with a SQL 2000 database.

As Technical Lead I provided software analysis for an American Express proprietary Visual Basic application suite.  My position required Interaction with American Express client managers pertaining to all aspects of software design and implementation with direct access to developers for resolution of critical software issues.  Responsibilities included performing in-depth software testing and maintenance coding with direct reporting regarding telephony protocol, user interface, and product performance on various platforms.  Additionally was responsible for providing entry-level training for new consultants to the project.
       
Honors included numerous awards and citations for work excellence by both CIBER and American Express.

Content Developer position required web developing and supporting of corporate CIBER’s new information portal CIBERspace and CIBER’s Branch Training Site.  Tested the portal for data performance consistency and usability and participated in the beta test group for pre-release.  Submitted newly found errors with pertinent details directly to the corporate portal web development team.
